May 7th, 2021 Project Update from Contractor:

Work on Sunrise Drive and 7th Avenue for the week of May 10th will consist of the following:

Base course paving will begin on Monday, 5/10. It is anticipated this work will be completed in two (2) days. Road will be closed during work hours. Resident access will be limited dependent upon the location of paving operations.

Surface course paving will commence on Wednesday, 5/12 and it is anticipated that this work will be completed in two (2) days. Road will be closed during work hours. Resident access will be limited dependent upon the location of paving operations.

Notices have been distributed to all affected residents.

May 3rd, 2021 Update from Mott MacDonald:

This is information received Monday afternoon, May 3rd, from Avalon’s engineering firm of Mott MacDonald regarding some traffic restrictions in the project area.  

Please be advised that this afternoon, the Borough’s Contractor for Contract M-120 (Asphalt Paving Systems, Inc.) has found it necessary to restrict eastbound and westbound “through traffic only” on 21st Street from the west side of 6th Avenue to approximately 140’ west of 7th Avenue.  Residential access and emergency vehicle access to properties within this restricted area is not restricted. This traffic restriction is due to roadway excavation and reconstruction work in the intersection of 21st Street and 7th Avenue and is expected to remain in place until the base course asphalt pavement is installed at this intersection by close of business tomorrow, May 4th. During the duration of this traffic restriction, 22nd Street or Sunrise Drive may be used  by through traffic motorists to bypass the restricted 21st Street area.  Once the traffic restriction was in place this afternoon, it was observed that motorists were heeding and navigating the restriction without issues.

It is also expected that the intersection of 21st Street and 8th Avenue will be under roadway excavation and reconstruction Tuesday,  5/4/21 and possibly Wednesday, 5/5/21.  While this work will impact traffic in the 700 and 800 blocks of 21st St., the Contractor has estimated that the impact will be less that at the 21st Street and 7th Avenue intersection.

The Contractor has indicated that their personnel will endeavor to accommodate though traffic, residential traffic and emergency vehicle traffic during these short term traffic restrictions which are necessary to complete the roadway reconstruction in these areas.

Also, please be advised that the Contractor will need to implement similar traffic restrictions in the coming weeks to accommodate the final surface course asphalt paving operations at these intersections.  Notification of final paving traffic restrictions will be forwarded when that operation is scheduled.

April 23rd, 2021 Update from Contractor:

Work on Sunrise Drive beginning week of April 26th will consist of the following:

 

Monday 4/26 thru Friday 4/30 –

Roadway Excavation and placement of soil aggregate subbase from 6th Avenue to 21st Street.

Resident access will be limited as road will be closed during work hours.

 

No work is scheduled on 69th Street during the week of April 26th

April 15th, 2021 Update from Contractor:

Work on Sunrise Drive beginning week of April 19th will consist of the following:

Monday 4/19 thru Friday 4/23 –

Curb, gutter and sidewalk on Sunrise between 21st Ave and terminus east of 6th Avenue will be complete on Monday 4/19.

Curb, gutter and sidewalk on 7th Ave between Sunrise and 21st Ave will be complete on Monday 4/19.

Access to driveways at Sunrise terminus will be restricted until sufficient curing time has elapsed.

Landscape, stone and sod restoration will continue along Sunrise Ave and 7th Ave. This work should be complete by weeks end with little to no impact on residents.

April 2nd, 2021 Update from Contractor:

Work on Sunrise Drive beginning week of April 5th will consist of the following:
Monday 4/5 thru Friday 4/9 –
Curb, gutter and driveways will continue along the south side of Sunrise between 7th Ave and 21st Ave. and begin on the north side of Sunrise from 21st Ave continuing in an easterly direction. Driveway access will be restricted until work is complete, however driveways will be available for access as curing time allows.
Under drain installation will continue along the north side of Sunrise between 21st Ave and 7th Ave with anticipated completion midweek. Driveway access will be restricted as this work progresses.
69th Street is scheduled to receive surface course paving on Wednesday, 4/7. Access for residents will be limited during work hours.

March 26th, 2021 Update from Contractor:

Work on Sunrise Drive beginning week of March 29th will consist of the following:

Monday 3/29 thru Friday 4/2 –

Curb, gutter and driveways continuing on the South side of Sunrise between 7th Ave and 21st Ave. Access to driveways will be restricted until completion of improvements. Some driveway access may be available towards weeks end as curing time has elapsed.

Underdrain installation, Curb, gutter and driveway installation on the South side of Sunrise from 7th Ave to 21st Ave. will continue. Work will then move to the NW side of Sunrise at 21st Ave and continue easterly towards 7th Ave. Access to driveways restricted until completion of improvements.

March 4, 2021 Update from Contractor:

Monday, 3/8 – Water main tie-in at 21st Avenue and Sunrise Drive; Minimal impact to residents and traffic; Residents affected by water shutdown will be notified tomorrow when full extent of shutdown is conveyed by water dept.

Tuesday, 3/9 – Water main tie-in at 21st Avenue and Seventh Avenue; Minimal impact to residents and traffic; Residents affected by water shutdown will be notified tomorrow when full extent of shutdown is conveyed by water dept.

Wednesday, 3/10 – Completion of storm sewer installation and demobilization of utility crew.

Monday, 3/8 thru Friday, 3/12 –

Monday, 3/8 – Complete subgrade installation and fine grading; Limited access to residents during work hours

March 1, 2021 Update from Contractor:

Due to today’s inclement weather, the roadwork on 69th Street has been pushed back one day and is now scheduled to begin Wednesday, 3/3.

The Week Ahead on this Project Provided by Asphalt Paving Systems on February 26th, 2021:

The level of disturbance on Sunrise Drive has been mitigated to a degree by the removal of the well point system.  That system resulted in pipes running down the street, blocking some driveways.  Now, individual pumps are being used to remove the remaining groundwater.  The well point system was removed on Thursday, February 25th.

During this project there is disturbance to curbs, along with individual pavers and driveway aprons.  The contractor is obligated under terms of the contract to make full restoration to the disturbed areas.  New curbing is part of this project.

The Contractor will work to provide residents with access to their driveways during the remainder of the project.  However, in situations where water meter replacements occur within driveway apron footprints, driveway access will be restricted there for up to 4 hours.  Additionally, the proposed concrete curb, gutter and driveway apron construction operations will also require temporary restriction of driveway access.  Driveway access restriction periods related to concrete operations will last for a minimum of 3 days but possibly up to 5 days.  This time period is necessary to allow the new concrete time to cure and is weather dependent.  Cooler temperatures will extend curing times.

Water shutoffs will continue and are imminent.  The contractor has agreed to work to the best of his ability to provide advance notice, with at least 24 hours notice being the standard.  When individual water service is replaced in front of a house, the shutoff is expected to be about two hours.  There are some water mains that need to be shut off soon, including at 21st Street and Sunrise Drive and at Seventh Avenue and Sunrise.  When these mains are required to be shut down, it is a reasonable expectation for a property to be without water for a half day, up to a full day.  Updates on when the main is shut down for these extended periods will be issued on this post, on this website.

This project remains on schedule to be completed before Memorial Day weekend.  At the conclusion of the project customers in the Sunrise Drive area will have a new water main, new water service, new water meters, new curbing and curb stops, a complete restoration to disturbed areas on individual properties, and a new driving surface on the street.

The information below has been provided as a “look ahead” by the contractor:

Work on Sunrise Drive beginning week of March 1st will consist of the following

Water Service replacements – 700 Block of Sunrise working westerly; resident access will be limited during work hours

Underdrain/Curb Installation – beginning on the northerly side of intersection at Sunrise and 7th and progressing easterly; driveway access will be restricted until curb, gutter and aprons are complete

Work on 69th Street beginning March 2nd will consist of the following

Excavation of roadway and installation of soil aggregate base course; resident access will be limited during work hours

November 24, 2020 update:

There is a well point system established along the southerly curb line of the project area, on 69th Street.  That system is intended to drawn down the level of groundwater for the installation of the new sewer system.  As a courtesy for property owners along the street for the Thanksgiving weekend, the system will be removed in front of driveways along the street for the upcoming holiday weekend.  This is not a contract obligation, but a courtesy provided by the contractor so residents can pull into their driveways during the holiday weekend.  The well point system will remain in place but removed for driveway access, for this weekend.

Notice of Project:

A preconstruction meeting was held on Tuesday, October 13th regarding Borough Contract M-120/Reconstruction of Various Streets.  The project includes a portion of 69th Street between Ocean Drive and Dune Drive; Sunrise Drive; and 7th Avenue.  The contractor for the project will be Asphalt Paving Systems of Hammonton, NJ.  The contract has been authorized by Borough Council.

The contractor is expected to get a Notice to Proceed before the end of October, 2021.  The contractor is obligated to finish the project within 210 days of the receipt of the Notice, which is before Memorial Day weekend, 2021.  The contractor has indicated that he will begin work initially on 69th Street with sanitary sewer work, then move to Sunrise Drive and to 7th Avenue for water and storm water work.  An underdrain will be added on Sunrise Drive to help alleviate nuisance flooding concerns.  Following the utility work under the streets, concrete work follows, and finishes with a final repaving of the streets.  Sidewalks will be added to Sunrise Drive/7th Avenue where they currently do not exist, for public safety reasons.

Residents will always have access to their homes and trash will be collected under the normal schedule.  Please note: Due to the wellpoint system constructed by the contractor, there is limited to no access to driveways in some areas.  The wellpoint system is needed to get all of the ground water for the installation of the underground and above ground improvements.
