Here is the March 25th, 2015 update from the Borough of Avalon regarding the Peermont Substation project being conducted by Atlantic City Electric:

Preparation for the installation of a manhole on 61st Street which is necessary for the project will be completed later today.  At that time, a diesel generator used for de-watering efforts will be shut off.  Sometime during the week of March 30th, on or about April 1st, the diesel generator will be required to run overnight for the installation of a second and final manhole closer to Dune Drive.  The work is contingent on favorable weather conditions.  The installation of a manhole is a two day process; after the installation of the second manhole, the diesel generator will no longer be needed.  Please read below for other information and tentative timelines for this important project.

Here is the March 23rd, 2015 update from the Borough of Avalon regarding the Peermont Substation project in the Borough being conducted by Atlantic City Electric:

Construction work is underway at the site of the project, along 60th Street and 61st Street between Ocean Drive and Dune Drive in Avalon. Work will continue through Thursday, May 21st before major work is suspended until after Labor Day weekend. The project is scheduled to be completed before Memorial Day weekend, 2016. The existing substation will be de-energized and removed in the Fall 2015 while a new substation is being constructed at the same location. Electric service to the Borough of Avalon will not be interrupted due to the construction for this project.

The new Peermont Substation will enable Atlantic City Electric to meet current and future energy needs for the entire Seven Mile Island for decades to come. The project will also improve reliability of energy distribution on a day to day basis, and during severe storm events. The project has received all necessary approvals from the Mayor, Borough Council, Avalon Planning and Zoning Board, as well as state and federal regulatory agencies.

Site preparation for the Spring construction work is underway. During the week of March 23rd, 2015 site preparation will continue and a dewatering system will be installed using a well point system. Pilings will be augured into the ground at the site to support the new substation. An estimated 120 pilings to support the new substation will be augured into the ground at the site this spring; this represents 45% of the pilings needed for the entire project. Crews will mobilize on Monday, March 30th to the site and pilings are currently scheduled to be installed by augur through April 14th. Starting on April 20th, a concrete floor will be installed with rebar to provide the foundation for the next phase of the project. That work will conclude on or before May 19th. Day to day construction activities are also weather-dependent.

There are two phases to the dewatering process. One will involve the use of electric pumps, while another involves the use of diesel pumps. The diesel pumps are needed to dewater 61st Street in advance of the installation of two new manholes on the street. The diesel pumps are louder than the electric pumps and will only be run during the day to support manhole installation, with the exception of two days of 24-hour operation at the start of the project. Every attempt will be made to minimize the noise emitted from the diesel dewatering pumps on the days they will operate.

The contractor will install an underground duct bank along the north side of 61st Street between Ocean and Dune drives. A street opening on a date to be determined will allow the contractor to install the necessary duct bank. There will be one lane of traffic open at all times. At times, work will be conducted for approximately one day in front of a residential property where access to a driveway will be restricted until the work has concluded for the day. Atlantic City Electric will coordinate any detours or temporary parking restrictions with the Avalon Police Department. For at least one day, the intersection of 61st Street and Dune Drive will be closed to vehicular traffic; that date is to be determined. On-street parking will still be permitted. At no other time will the street be completely closed and any driveway access restrictions to a property owner on the street will last no more than one day.

Atlantic City Electric will provide a temporary safety fence around the perimeter of the project area which will include special fencing along 61st Street for the safety and convenience of the public. The construction will adhere to all of the construction regulations set by ordinance in the Borough of Avalon.
