Results and Discussion on Water Conservation Experiment on Dune Drive

AVALON 2011 DUNE DRIVE IRRIGATION SYSTEM TEST PROGRAM

The Borough of Avalon has begun an experimental program on three separate traffic islands on Dune Drive.
The program will help determine the cost and effectiveness of three different irrigation technologies. Traffic islands from 39th Street north to 37th Street are being prepared this week for the program, which will run through the spring and summer months.

Three different irrigation technologies will be tested during this program. At the 39th Street traffic island, new sod is being installed and the traditional spray irrigation system that has been used for years will remain. At the 38th Street traffic island, new sod is being installed along with a “smart irrigation” system. And at the 37th Street traffic island new topsoil, sod, and a drip irrigation system will be used. Water use will be carefully monitored and recorded to determine how much water is used and the effectiveness of each specific irrigation system.

The Borough has received generous participation from private companies who are financing a majority of this project. The Avalon Department of Public works will assist with the project and provide constant monitoring of the traffic islands to determine which system works the best, and uses the least amount of water. Community volunteers will also systematically photograph and video the islands for evaluation purposes. Signs are posted on each traffic island that is part of this study program.

You can view the latest results of this experimental irrigation program. Please note that the column labeled “used” is a weekly amount of water used on each island, measured in gallons. Please also note the special footnotes on the bottom of the document that detail various test “corrections” that have been made along the way. The overall goal of this program is to provide a healthy, green lawn while using as little water as possible. All three traffic islands are subject to the same identical weather conditions.

Electric Vehicle Charging Station

The Borough of Avalon unveiled the very first municipal public charging station at the New Jersey shore on Friday, August 5, 2012 as a step in Avalon’s’ longstanding commitment to environmental awareness. The charging station is located in front of the Avalon Public Safety Building at 30th Street and Dune Drive in Avalon and comes at zero cost to the Borough. The municipal public charging station in Avalon is a result of a public-private partnership with U-Go Stations, Inc. of Philadelphia, Pennsylvania and is a proactive initiative of the Mayor, Avalon Council, and the Avalon Green Team. The owner of an electric vehicle is able to pull up to the public charging station and use a special smart card or a credit card that will unlock and activate the service. The owner of the vehicle pays for the power that is used and is sent a text or email notification when the charging process is completed so the vehicle can be unplugged and ready for travel. The charging station is available 24 hours a day to the public. The Borough has a public-private partnership with U-Go Stations who will maintain it at no cost to the Borough. In return, Avalon will receive a percentage of the revenues. The New Jersey Turnpike Authority recently created Electric Vehicle signs on the Garden State Parkway (both northbound and southbound) at Exit 13 to show that Avalon has the only municipal electric vehicle charging station in the state.

Avalon’s Initiative at Armacost Park

In March, 2015, Avalon approved a change order to the landscaping contract issued to Bayshore Landscaping to conduct a “cut and leave” vine cutting operation in a two-acre section of Armacost Park.  Invasive vines were cut at the ground and at locations five feet in the air to help release trees that are threatened by invasive vines which have created a monoculture on the east side of the park.  The goal of the pilot project includes the vine cutting operation and to plant 300 native plants and trees in areas where the vines were cut.  The native vegetation will be planted by the Avalon Department of Public Works using hand-held tools in April, 2015.  Here is the report from Lomax and Associates regarding the vine cutting protocol which was approved by the Avalon Environmental Commission and followed during the two-day cutting procedure in March.  This is a pilot project to determine if the vine cutting will help the existing trees naturally recover and to determine if the new plantings will help outcompete the vines that attempt to grow in that section of the park.

Avalon Healthy Forestry Initiative October 2014

On Wednesday, February 8th 2012, the Avalon Borough Council received a presentation by Windward Environmental Consultants regarding the work plan for the Phase IA-2011 Fall and Winter Discovery Phase of the Armacost Park Natural Resource Restoration and Enhancement project. Click on this link to view the entire report as presented to Borough Council.

In mid-2010, Windward Consulting, LLC (Windward) and the Borough of Avalon (Borough) began discussing the potential of enhancing and restoring the natural resources and facilities available in Armacost Park. Broad goals and objectives were developed for the Armacost Park Natural Resource and Enhancement Project through a collaborative scoping process involving the Borough Administration and the Borough Council public meetings, the Avalon Environmental Commission, and the Cape May County Department of Mosquito Control. Windward subsequently was contracted to prepare a conceptual design for the restoration and enhancement of the park. In July 2011 Windward submitted a Conceptual Design Report for the Armacost Park Natural Resource Restoration and Enhancement Project outlining findings in the following areas: Presentation of the natural and development history of the Site; Recommendation of specific priorities, goals, and objectives for the overall project; Characterization of broad scale baseline conditions; Recommendation of restoration and management strategies for the natural resources of the Site; and the Identification of the project phasing and potential technical and funding partners for the project.

The report submittal was followed by numerous public meeting presentations before the Avalon Environmental Commission, Planning/Zoning Board, and Borough Council to allow for stakeholder comment and consideration.
